St. Tammany Makes Recommendations To Change an Ordinance for Subdivision Development Requirements

 


March 16, 2021, an amendment was approved that added more requirements for applicants to provide when it comes to major subdivisions. The parish planning department will now require the following information at the initial, tentative phase which includes the location of all drainage, access, and utilities’ rights of way, topological contours extending at least 100 feet beyond the proposed subdivision boundary and the direction of flow of surface water in roadside ditches, canals, and drainage features.

If adopted commissioners will review and consider the drainage impact of a subdivision when it first appears on their tentative approval agenda, rather than having to wait to do so at the subdivision’s preliminary and final hearings. John Martin, Goodbee Civic Association president is excited about the amendment.

Another amendment was also discussed at the March 16th meeting which will change the current regulations where traffic and drainage impacts cannot be discussed during a rezoning hearing. The amendment would allow its members to consider the impact of a planned unit development overlay on traffic and drainage before granting the overlay request.

2015 Real Estate Market Statistics

2-176 St. Calais Place FrontWith the housing market being such an important part of the Gross Domestic Product (GDP), the National Association of Home Builders (NAHB) keeps a constant eye on the real estate industry, taking specific measurements of all vital statistics that will keep industry professionals aware of housing trends either before or as they are happening.  There are many ways to measure the growth or shrinkage of housing by just looking at the numbers.  Some of the statistics that are measured monthly include housing permits, housing starts, housing contracts, pending sales, existing home sales, new home sales, and many more.

During the month of January, numbers were complied for housing statistics during the entire year of 2015.  The NAHB reported that housing permits and housing starts were up significantly for the year 2015, compared to 2014.  Year-over-year increases for housing permits were up 12% to 1.18 million permits.  Single-family home building permits were up by 7.9%.  Specifically, December, 2015, saw an increase of 1.8% in building permits compared to November, 2015.

For housing starts, the percentages were also significantly high for 2015 compared to 2014. Reasons to Buy a Home

Longview Exterior FrontFrom a survey conducted every 2 years by the National Association of Homes Builders (NAHB), builders and Realtors can learn and understand what the “average home buyer” wants in the home that they are buying.  This survey is very important in detailing a buyer’s reasons to buy a home.   From a broad perspective, the survey indicated that over 55% of home buyers would prefer to buy a new home vs. a pre-existing home, but the actual percentage of home buyers buying new homes was only 11% from 2011 – 2013.  However ,this 11% was actually a 3% increase from 2008 when only 8% of home buyer bought a new home.

Builders & Buyers Enjoying Robust Real Estate Market

St. Tammany Parish real estate market thriving at Bedico Creek PreserveBuilders and buyers alike are optimistic that the recovery of the real estate market nationwide is here to stay as new home sales increased 18% year-over-year in June, 2015 compared to 2014, and new home inventory also increased by 3.4%.  Builders are discovering that bank construction loans are easing slightly on credit requirements and equity, and also with the increasing number of new home sales, builders are “turning over” the new homes that they are building so they are freeing up capital to invest in new lots for sale in traditional as well as master planned developments.

However, all of the great news regarding the real estate market was tempered by a slight drop in sales from May to June, 2015, for a total drop of 6.8%, down from 517,000 in may to 482,000 in June.  However, the summer months sometimes experience a lag because of school getting out, and potential home buyers going on vacation in the early part of the summer.  Overall, new home sales have been increasing both incrementally and expotentially since 2012.

More Homes Are Being Built to Supplement the Housing Inventory Shortage

8-217-st-calais-place-backyard-viewA shortage in homes and a strong job market in the Greater New Orleans area definitely strengthened the housing market, especially in new home construction and the advent of new subdivisions. Solid hiring in the job market, low mortgage rates and easier credit conditions have driven the demand for new home buyers to purchase a new home for sale. The Greater New Orleans area alone represents 20% of the new jobs that have been created this year in the state of Louisiana which has led to the strong home sales on both the north shore and the south shore.

West St. Tammany Parish has seen a decrease in housing inventory making the average sales price increase.  The housing market in general is leaning more towards a seller’s market because of the lack of supply of homes for sale.  This lack of inventory in homes priced from $190,000 – $300,000 is causing a bidding war pulling the average sales price for metro New Orleans up by 7.8% from $197,300 to $212,610. New Orleans has seen an increase from 21,954 homes sold annually in 2010 to 30,322 in 2014. Homeowners are starting to realize that this is the time to sell, and for home builders now is the time to build new homes for sale in St. Tammany Parish on the northshore.

According to Richard Haase, president of NAI/Latter & Blum, who reported at the UNO/Latter & Blum Economic Outlook & Real Estate Forecast Seminar for the Northshore Region, which was held at the Clarion Inn & Suites Conference Center in Covington, ”There’s a lot of pent-up demand,” he said, because tight lending standards have kept potential buyers out of the homebuying market, even as the economy recovered. ”For the next one or two years, I’m extremely optimistic about housing prices and housing affordability,” Haase said. ”We’re in a very healthy supply-and-demand market.”
